π Market Ready workflow changes and report updates
We've added a Select all option to the Market Ready registration workflow, so when you're working on a registration, you can quickly add or exclude all products associated with a COLA.
We've also made some minor changes to keep you fully compliant:
- Nebraska: We've updated the state Schedule I- Local Sales and Use Tax Return to include 3 new cities added (Adams, Grafton, and Kenesaw), rate changes, and updates to reporting districts.
- North Dakota: We've updated the state Sales and Use Tax Return - Local Schedule with rate changes, including Burleigh County (1%) and the City of Grafton (2.75%).
- Virginia: We've updated brand registrations for low-ABV spirits (<7.5%) so that they use the Wine Importer's License.
We've also updated tax jurisdictions in MO, LA, and TX.

- Nevada: We've updated the Supplier Designation of Importer-Wholesaler form with minor changes.
- North Carolina: We've updated state brand registration forms for Malt and Wine products.
- Oklahoma: Oklahoma has a new state fee for spirits registrations. If you intend to distribute more than 53 gallons of spirits in the state, the fee per brand registration is now $375, or $75 for less than 53 gallons.
We've also:
- fixed a problem where the Taxes Paid by State analytics report was not loading
- added new TTB label types for Flavored Tequila and Virgin Islands Rum (White)
- fixed a problem where the Submit button was not showing up on the TTB One-Time Verification code pop-up.

π Feature enhancements and regulatory updates
AutoFile clients can now view state eFile passwords directly in your ShipCompliant account! Email our Support team to request this feature. Once enabled, on the AutoFile Settings page, click Show passwords to see your state credentials. You can enable or disable this separately for each user in your account.
In the Web Service Log, you can now search REST API calls by order number, city and state.
We've also made some minor changes to keep you fully compliant:
- Indiana: We've updated the state ALC-PS Primary Source Suppliers Monthly Report and ALC-DWS Direct Wine Shipper Report with minor changes.
- New Hampshire: We've changed the format of the New Hampshire Form 258 and 334 Monthly Report of Sales to Wholesalers and Form 259 and 335 Monthly Report of Sales to Wholesalers for suppliers with orders using multiple licenses. For these returns, you can download a zip file with a spreadsheet for each license.
- Missouri: We've updated the state Sales Tax Return Form 53-1 with minor changes.

π Regulatory updates and bug fixes
On July 1, 2024, Florida HB 583 came into effect, removing the state's prohibition on the sale of wine in containers larger than 1 gallon. Accordingly, we have disabled the "Per Bottle Volume Limit" rule in ShipCompliant accounts and will no longer flag direct shipments to Florida that include larger format wines. No action is needed on your part.
We've also:
- fixed a problem where the Chicago Annual Liquor Tax Report was being marked as Filed when there was no sales activity during the filing period. The Annual return still needs to be submitted to the state in these cases.
- removed unnecessary HTML markup from the Ohio Distributor Shipments Notice and Invoices emails sent to the state.
- updated the CO Retail Delivery Fee to its new amount ($0.29 per delivery), and made minor changes to the associated report.

We've made some minor changes to keep you fully compliant:
- Nebraska: We've updated the due date for state forms 35-7080 Spirit and Wine Monthly Report and 35-7099 Beer Monthly Report in line with state changes. The reports are now due on the 25th of the month. We've also added Nebraska wine and spirits registrations to MarketReady.
- New Jersey: For MarketReady, we've added UPC information to New Jersey brand registration packets.
- New York: We've updated state form ST-810 and ST-100 State and Local Quarterly Sales and Use Tax Return with minor changes.
- South Carolina: We've added cider products with ABVs less than 6% to the L-BW-I-4 Report of Wine Shipments.
- Vermont: We've added cider products to the Semi-Annual Reporting Form - Malt or Vinous Beverages Shipped to Consumers.
We've also fixed a problem where container types were not showing on product exports.

- California: We now support direct uploads of the state Sales and Use Tax Return, so you can import your return instead of manually inputting information on the state site.
- Kansas: You'll now be notified if you're missing tracking numbers when filing state ABC-1040 returns.
- Maryland: You'll now see Zip+4 data directly on the PDF for the state Excise Tax DWS 315: Direct Wine Shipper Tax Return.
- North Carolina: When you submit MarketReady brand registrations, they'll now be sent directly to the state email.
- Rhode Island: We've updated the email address for the state Distributor Shipments Notice and Invoices.
We've also fixed a bug causing the Market Ready workflow to sometimes crash when loading Distributor selection for Arkansas.
Also, when you're missing tracking numbers for a report, you'll now see the total number of missing tracking numbers instead of just 50, and you can export all tracking numbers at once.

πΎ CA Wine & Spirits Bottle Bill support
ShipCompliant has completed work to provide support for the California Beverage Container Recycling Program starting January 1, 2024, including collection and remittance of the redemption value on direct sales of wine, and the manufacturer processing fee for distribution of beer, wine and spirits.
For collection of the CRV, we'll return the total amount of the fee per order via API. While the manufacturer processing fee can't be collected directly from consumers, we will support the required reporting for both DtC wine shipments to California residents and for all wholesale distributions.
To prepare for fee collection and reporting, make sure that all your products in ShipCompliant are set up with the proper container type/size and read more about the bill here.

- Georgia: We've updated the ST-3 Sales and Use Tax Report with minor changes, including a rate decrease from 3% to 2% in Rockdale.

Market Ready: When you search by Product Code for previous approval numbers, you'll now see line extensions, renewals, and revisions included in the results.
- Florida: We changed the due date for the state DR-15 Sales and Use Tax Return from the 20th to the 15th, since payment is due before the 20th.
- Hawaii: The state M-18 Monthly Return of Liquor Tax has been updated with minor changes.
- Louisiana: The state Sales and Use Tax Return has been updated with minor changes, including page number changes, date changes, and a wording change to the manufacturing exemption fields.
- Michigan: We fixed a problem with the state Annual Sales Tax Reconciliation Report and Form 5080 Sales, Use, and Withholding Taxes Return where lines 5A and 5K were not calculating correctly. We also fixed a problem with the state LCC-3023 Out State Seller Monthly Report where product descriptions were not showing up.
- Nevada: The state LIQ-STC Supplier Liquor Excise Tax Return - Sales to Consumers and TXR 01.01a Combined Sales and Use Tax Return have been updated with minor changes.
- Wisconsin: The state has changed its retailers discount on the ST-12 Sales and Use Tax Return from 0.5% to 0.75% for returns due after September. We've updated the return with this change.
We also fixed 2 bugs where:
- Price posting lists weren't able to be printed; and
- Account Summary analytics reports were not showing accurate registration counts for some users.

- Ohio: We added an email option for the Ohio Distributor Shipments Notice and Invoices report. We also refined the state MarketReady registration process so that you can register a product or label as Direct-to-Consumer only.
- Texas: We removed a HAL address for FedEx shipments after being advised that it was a privately owned location which charges customers to pick up their packages. This location (The Mailing Point, Plano TX 75075) will no longer be an option for customers to select.
- Virginia: We fixed a problem with the state Excise Tax Direct Shipper's Report and Excise Tax Payment (Single Permit) that was preventing download and recalculation.

Updates to grid functionality, report changes
On the Licenses page, you can now show DBA and Tags as columns on the grid. You can reorder columns as needed in our new Column Editor, and resize columns to see more or less information.
We've also made some minor changes to keep you fully compliant.
- West Virginia: We've combined the wholesale and direct-to-consumer versions of the state Hard Cider Report into one return. If you sell cider both direct-to-consumer and wholesale, you can now submit the same version to both agencies.
- We fixed a bug in the Market Ready flow where registration types Distributor Change, Graphics Change, and Other were not populating correctly.

- California: State forms CDTFA 401-A/531-A2 Sales and Use Tax Return and Sales and Use Tax Return for Retailers were updated with quarterly form revisions. These include cosmetic changes and several rate changes.
- Connecticut: State form O-255: Wholesale Alcoholic Beverage Tax Return has moved to eFile only
- Georgia: We made cosmetic changes in accordance with state updates to form ST-3 Sales and Use Tax Report. There are also two new county rates for Greene and Screven, both 1% Trans Special Local Option taxes.
- Maryland: We fixed an issue with rounding on state forms 030 and 324 Resident/Non-Resident Report of Beer Shipments. We also fixed an issue where the wrong license number was populating in the Distributor License field on these reports. Finally, we fixed a problem preventing 0-order versions of these reports from showing correctly.
- Michigan: State form LCC-3890 - Wine Tax Report has been updated to show legal name and DBA name, if applicable, at the top of the report.
- Nebraska: We added two new local jurisdictions (Village of Bruning and City of Humboldt) to state form 10 State and Local Sales and Use Tax Return: Local Schedule. There were also rate changes in Falls City, Gering, and West Point that increased their local rates from 1.5% to 2%.
- North Carolina: We added a box for Alleghany County tax at 2.25% on the E500 Sales and Use Tax Return.
- Oregon: Oregon form OR CERA Self Distribution Report is now eFile only.
- Vermont: State form 451 - Sales and Use Tax Return has been updated with 3 new municipalities (Barre City, City of Essex Junction, and Montgomery) that have adopted the 1% Local Option tax.

π Colorado Retail Delivery Fee and bug fixes
We've updated our SOAP and REST API methods to support the new Retail Delivery Fee in Colorado. The new API functionality allows all integrated partners to collect this new fee alongside the recommended sales tax due.
- Texas: We fixed a bug that was displaying wholesale orders on the state C-240 Report of Wine Shipped to Ultimate Consumers. We also fixed a problem with the same report that resulted in columns not displaying on the template.
- Wisconsin: We fixed the way taxes calculate on the state AB-130 & -131 Liquor Tax and Wholesale Schedule to ensure they calculate appropriately for combos of products with different ABVs. We also now support cider products on this report.

π Regulatory updates and bug fixes
We've made some minor changes to keep you fully compliant.
- Illinois: We've corrected tax rates for certain jurisdictions on state forms ST-1 and ST-2 Sales and Use Tax Return.
- Missouri: We fixed an issue where state jurisdiction codes were populating differently on the PDF and Excel versions of the state Sales and Use Tax Return. We also fixed a problem preventing excise tax from calculating correctly for malt beverages and cider on the state Sales to Wholesale Dealers and Monthly Report.
- New Mexico: We fixed a problem with tax calculations on the state Gross Receipts Tax TRD-41413 return.
- West Virginia: We fixed an issue where cider products were displaying on state forms WNE-01 Monthly Summary Report of Wine Shipped and WNE-02 Direct Shipper's Report of Wine Shipped.
- Wisconsin: We fixed a problem where ciders of 7% ABV or less were being duplicated on the state BT 101/104 Fermented Malt Beverage Tax Return & Schedule. These ciders are reported on the AB 130/131 Liquor Tax and Wholesale Schedule.
We also corrected an issue where GSO tracking numbers and shipment statuses were not displaying correctly.
- New York: We've updated the state Malt Beverage Registration Form with new date ranges and other minor changes.
- Oregon: We now support the new Direct Shipper Filer Privilege Tax Number license.
- South Carolina: We made minor changes to state form ABL-107A: Application for Liquor Brand Registration in line with state updates.

Itβs back to school season, and a good time to share some updates on our larger strategic initiatives.
User interface modernization
Weβve been hard at work on redesigning your ShipCompliant experience, to keep compliance easier for you. Coming up soon, weβll release a new, modern look for ShipCompliant, including changes to navigation that will help you find what you need quickly and intuitively.
First up, in the fall, will be a new and improved Licenses page to help you track and maintain your license information quickly. Youβll have the option to edit license information individually, or seamlessly update multiple licenses at once with our new editable tables. Weβll make it easy to see licenses you need to take action on (expired or expiring soon) and add required licenses with just a few clicks.
CO retail delivery fee API changes
ShipCompliant will support a new fee for Colorado retail deliveries, imposed starting July 1, 2022. This fee ($0.27 per retail sale for delivery) applies to all retail sales delivered by a motor vehicle to a location in Colorado, including third-party deliveries. The new DR-1786 Retail Delivery Fee Return is now available for paper or eFiling. For the fee collection portion of the requirement, we plan to update several API methods to allow all integrated partners to ingest this new fee alongside recommended sales tax due. The changes needed to support this are extensive. We plan to implement these updates by the end of September.
SOAP API: We will update the CheckComplianceofSalesOrder and CheckComplianceofSalesOrderWithAddressValidation SOAP API methods to include a line item for RetailDeliveryFee (below the line item for RecommendedSalesTaxDue). This will require a new version of the method to be implemented (new URL and call structure by partners and clients with custom integrations). NOTE: please ensure you are requesting tax to be returned as part of this call as well (IncludeSalesTaxRates = true). Similarly, the CheckComplianceOfAndCommitSalesOrderand CommitSalesOrder methods will have a line item added for RetailDeliveryFeeCollected.
REST API: We will update the Quote, Check-Compliance and Check-Commit REST API methods to include a line item for RetailDeliveryFee (below the line item for SalesTaxCollected).
Warehouse location info for reporting
Sovos ShipCompliant is expanding our integrations with fulfillment centers and carriers to support you with extensive, accurate data. Weβre currently working on three such new integrations. State reporting continues to change, as governments add requirements for information from fulfillment houses, carriers and suppliers. Many fulfillment houses have multiple warehousing locations, all with different codes. Through our integrations, we will now be able to pull real-time, specific data that captures these nuances, so that your reporting can be as accurate as possible.

- Colorado: We've fixed an issue preventing Line 14 from populating correctly on the state Retail Sales and Use Tax Return. We also made minor changes to form DR-0448: Wine Shipper Return in line with state revisions.
- Connecticut: We now support cider products on the state Direct Shipping Report.
- Idaho: We've updated state form 1754: Distributors, Wholesalers, Wineries, Direct Shippers, and Brewers of Beer over 5% Alcohol by Volume Tax Return to ensure it's in line with state changes.
- Iowa: We've updated the Iowa Sales and Use Tax Return with minor changes.
- Montana: We now support the new state Hard Cider Tax Return for sellers of cider 7% ABV or less.
- Ohio: We've fixed an issue where direct shipments on the ALC-83 Beer and Malt Beverage Tax Return (DtC) were populating on the wrong Schedule.
- Oregon: We've updated the state OLCC DS-1 Direct Shipper Statement and Schedule to ensure combo sales are accurately represented.
- Washington: We've made some changes to the state Combined Tax Return for direct shippers that don't have physical or economic nexus in Washington.

- Colorado: We've fixed some issues with location codes on the state Retail Sales Tax Return.
- Georgia: The state has changed rates on form ST3 for Calhoun (3%), Haralson (4%), and Pike (2%).
- Idaho: The name of state form 1754 has changed to Wholesalers, Wineries, Direct Shippers, and Brewers of Beer over 5% Alcohol by Volume Tax Return.
- Kansas: We've updated the mailing address for the state LE-3 Liquor Enforcement tax return.
- North Dakota: The city of Steele's tax rate for the Sales and Use tax report has increased from 2% to 2.5%.
- Tennessee: We now support the state vendor compensation credit for timely filing of report SLS-450. The credit is equal to 2% of state tax due, with a maximum of $25.
- Virginia: We've added the city of Danville as a new jurisdiction to the state ST8/ST9 Sales and Use Tax Report.
- Washington: We've updated the following tax rates on the state Combined Tax Return: Kittitas County (1.6%), Everett RTA (3.4%), Bothell/Snohomish (4%), Snohomish County non-RTA (1.4%).

Alabama DtC Product Registrations now available
If you ship to consumers in Alabama, you are required to register your wines with the Alabama Alcohol Beverage Control Board before shipping them into the state. Any wines that are already registered with the state for distribution with Alabama wholesalers do not need to be re-registered for DtC shipping.
